Enough Is Enough: HOA VP Recused After Year-Long Violation Fines Remain Unresolved

If the Board Won’t Hold Each Other Accountable, the Community Will.

That was the sentiment at last night’s Landscape Committee meeting, and it speaks volumes about where we are as a community. 

Let’s talk about Anh Jung – a former member of the Budget & Finance Committee (BFC), who was removed last year for not being in “good standing” as defined in the PRCA committee charters. Fast forward to April 1, 2025, her planter was approved at the Design Review Committee (DRC) meeting – but not without controversy. It appears her approval came not because the application was completed as instructed, but likely because the DRC was worn down by the back-and-forth. 

At both the April 1st DRC meeting and the April 2nd Board meeting, fines were mentioned in relation to her noncompliance. And tonight, when her “good standing” was questioned again, it was confirmed: those fines still haven’t been paid – a year+ later. 

Despite this, the Board has failed to act or uphold community rules – rules that apply to all members. 

So tonight, the Landscape Committee stepped in – voting to recuse Anh from the committee until she is compliant. Anh herself admitted this month that the fines “would be taken care of,” yet nothing has changed. Based on her patterns and what we’ve seen before, it’s safe to assume she will likely request a waiver of those fines in executive session next week (April 30)

The irony? Anh refers to herself as an HOA expert. Yet somehow, she skipped the most basic first step: submitting a proper application before making changes to her property. That’s the standard every homeowner is expected to follow – no exceptions. 

When those in power ignore the rules they expect others to follow, they erode trust in the system. If the board won’t hold each other accountable, it’s up to us – the community – to demand transparency and fairness. It’s important that we fully acknowledge that Anh’s initial appeal of the violation arising from her failure to follow the rules, was, itself, not handled properly and contributed to the erosion of the very trust we’re talking about. So if anyone should know the importance of holding themselves to the highest standard, it should be Anh

Why It Matters 

This isn’t about a planter. It’s about accountability, transparency, and integrity the pillars of any well-functioning HOA. Power Ranch residents expect fair and consistent enforcement of community rules. When those in leadership – especially those who consider themselves experts – bend or bypass the rules for personal convenience or gain, it undermines the legitimacy of the entire system. 

The HOA Board is elected to serve you – the homeowners. And when they don’t act, it falls on committees and residents to step up and speak out.  If we don’t hold our leaders – and each other – to the rules we all agreed to, what’s the point of having them?
