From Felony Embezzlement to Destroying Power Ranch & Its $6M HOA — It’s Time They Resign!
Power Ranch is one of Arizona’s largest and most respected master-planned communities—home to over 4,000 households and responsible for more than $6 million in annual operating funds. Yet today, our HOA Board is being driven by an individual with a long record of fraud, felony charges, and retaliatory behavior: Vice President Anh Jung. Even more concerning, she is unwaveringly supported by Board President Ken Starks and Board Member Katie Wick, who have aided and defended her actions at every turn.
Jung’s documented history spans three states and over a decade, from felony embezzlement and civil fraud involving forged documents to current felony probation and reckless decision-making on our board. But her conduct has gone unchecked—Ken and Katie have repeatedly enabled, shielded, and advanced her agenda, working in lockstep behind closed doors and removing anyone who dares to question it.
As of today, Power Ranch homeowners have gathered the required number of signatures to initiate a recall election. However, to avoid the legal and financial cost of that process, we are calling for the immediate resignation of Anh Jung, Ken Starks, and Katie Wick from the Board of Directors of the Power Ranch Community Association.
Some may try to dismiss these concerns as exaggerated. But what follows is not rumor—it is a matter of public record. The timeline below outlines a pattern of criminal charges, court findings, and boardroom misconduct that demand a single response: accountability.
Let’s take a closer look at Vice President Anhthu Ngoc Bui Jung’s documented history—and how her past decisions have shaped her dangerous conduct on the Power Ranch Board today.
2010 – North Carolina (Age 27)

2023 – Arizona Felony Case: Retaliatory Break-In (Age 40)

After being evicted from her business suite, Jung illegally re-entered the property twice, tampered with the locks, and attempted to start a fire—burned paper was found hanging from the ceiling, saturated with gasoline, along with multiple cigarette butts and fire-damaged materials.
The entire building was evacuated due to a gas leak, and surveillance footage confirmed her presence at the scene before fleeing.
Charged with four felonies:
Burglary in the First Degree (Class 3 Felony)
Burglary in the Third Degree (Class 4 Felony)
Attempted Criminal Damage > $10,000 (Class 4 Felony)
Disorderly Conduct (Class 6 Felony)
Jung entered a plea agreement, pleading guilty to two undesignated felony charges and was sentenced to felony probation.
These charges remain classified as felonies unless her probation is successfully completed, after which the court may reduce them to misdemeanors—but that has not occurred yet.

Current – Power Ranch Board Misconduct, Ethics and A.R.S Violations
It is no surprise we are witnessing these types of behaviors—conduct that shows absolute disregard for law, policy, or process. Vice President Anh Jung has repeatedly acted without transparency, accountability, or legal authority, while Board President Ken Starks and Board Member Katie Wick have either enabled or actively supported her every step of the way.
Ms. Jung’s unauthorized exposure of homeowner contact information on her personal website and Facebook page directly violated ARS § 33-1805(A), which prohibits disclosure of member emails and addresses without written consent. The Power Ranch Board Code of Ethics (Sections 2.3 and 2.4) also forbids the release of sensitive homeowner data or the use of privileged information for personal purposes.
Then there’s the matter of hiring armed law enforcement officers to attend HOA meetings without any board discussion or approval. On one occasion, Ms. Jung hired a private officer and Mr. Starks attempted to use him to remove homeowners from a public meeting which violates the guaranteed right to participate under ARS § 33-1804(A)(2). In another, they allegedly worked directly with Karl Huish—a non-resident investor who owns 120 rental units in Power Ranch—to transfer proxy authority to additional armed officers, allowing them to enter the meeting as official participants. This manipulation of proxy rules not only circumvented standard security protocols, but also weaponized legal process to intimidate residents. These actions violated Power Ranch CC&Rs Article IV—which prohibits individual board members from acting unilaterally—and Board Code Sections 2.1 and 2.5, which forbid intimidation and require full board transparency and approval for any such actions.
Despite not being in good standing, Ms. Jung was allowed to serve on the Landscaping Committee. When other committee members followed proper procedure and recused her for her standing violation, those same committee members were removed from the committee at the very next board meeting. Shockingly, Ms. Jung participated in the vote to remove them—despite her direct conflict of interest. This violated basic conflict of interest ethics, the Committee Charter, and Board Code Sections 2.1 and 2.3.
More quietly, but just as alarming, Ms. Jung initiated an RFP process to replace our HOA management company without informing the board or management company until after the fact. This is a clear breach of CC&Rs Article IV, Section 4.2, which requires board approval for contractual actions, and a violation of Board Code Sections 2.1 and 2.3, which prohibit withholding material information from fellow board members.
Perhaps the most damaging act to date was a defamatory community-wide email sent by Ms. Jung, in which she falsely accused the Association’s legal counsel and management company of leading the board recall effort. These reckless accusations caused the Association’s law firm (CHDB) to immediately terminate its relationship, and the management company (CCMC) to refuse participation in the unlawfully initiated RFP. These actions clearly violate Board Code Sections 2.4 and 2.5, which require honest, responsible communication and prohibit board members from engaging in conduct that harms the HOA’s integrity or legal standing.

At every stage of her adult life—from her late 20s to now in her 40s—Anh Jung has followed a consistent and dangerous pattern:
Criminal deception across multiple states
Plea deals, probation, and convictions for embezzlement, fraud, and property crimes
Forgery and impersonation in civil court
Retaliation, misinformation, and policy violations as an HOA officer
But the most alarming part is that she hasn’t acted alone. Throughout her time on the Power Ranch Board, she has been enabled and empowered by Ken Starks and Katie Wick—two board members who have not voted to censure, question, or restrain her behavior. On the contrary, they have defended it, approved it, and helped carry it out.
From weaponizing armed law enforcement at meetings, to retaliating against committee members, to spreading false and defamatory accusations against the community’s own legal and management teams—this board majority has proven that they will protect themselves before they protect Power Ranch.
Enough is enough.
This is no longer about one person’s past—it’s about a leadership group that has proven unfit to govern a $6 million HOA representing over 4,000 homes.
The evidence is overwhelming. The damage is measurable. The trust is gone.
We, the homeowners of Power Ranch, call for the immediate resignation of Anh Jung, Ken Starks, and Katie Wick from the Board of Directors.
If they do not step down voluntarily, a formal recall election will proceed—and the community will be watching every step.
