Betrayal at the Highest Level: VP Anh Jung Caught Violating Laws and Community Trust
Let’s stop pretending…VP Anh Jung’s recent court filing isn’t just disturbing—it’s a brazen, shameless display of power abuse and retaliation that should infuriate every homeowner in this community.
Despite her repeated claims that her lawsuit is “personal” and “has nothing to do with PRCA,” the truth is sitting in plain sight. Her latest court filing includes a screenshot taken directly from the SPR website, showing exactly 455 signatures on the Recall petition—the same number of John and Jane Does named in her lawsuit. This isn’t a coincidence. It’s targeted revenge. It’s intimidation. And it’s an insult to the intelligence of this community.
But it gets worse.
One of the most disturbing exhibits in Ms. Jung’s filing is a transcript of a Closed Executive Board Session from September 2024. For those who don’t know, Executive Sessions are strictly confidential—no recordings, no transcripts, and absolutely no leaks. So how does a transcript exist?
Simple: Ms. Jung secretly recorded the meeting.
She recorded a private session without the knowledge of her fellow Board members or the management company. That’s not just unethical—it may be illegal. It’s a stunning breach of trust that should terrify every member of this community. If she’s willing to secretly record her peers, what else is she capable of? How many other private meetings did she secretly tape? And perhaps most critically:
Did she share these illegal recordings with the owner of Woodcrest East to give them leverage in settlement talks?
Because if she did—that’s betrayal. That’s collusion. That’s selling out this entire community for personal or political gain.
⚖️ Potential Laws and Regulations Violated
Ms. Jung’s actions may constitute violations of multiple Arizona laws and governing documents, including:
A.R.S. § 33-1804 – Prohibits disclosure of confidential Executive Session content.
A.R.S. § 33-1805 – Forbids unauthorized disclosure of legal or sensitive HOA matters.
A.R.S. § 10-3830 – Requires board members to act in good faith and in the best interest of the association. Secret recordings and use of confidential material for personal lawsuits violate this fiduciary duty.
A.R.S. § 12-751 – Anti-SLAPP protections may apply if the lawsuit was intended to retaliate against residents for signing the Recall petition.
PRCA CC&Rs and Bylaws – Executive Sessions are protected by confidentiality clauses; recording and disseminating their contents is explicitly or implicitly forbidden.
